New Zealand racing guru Mick Guerin says the NZ government's decision to shut down the industry over the next 20 months has blindsided almost everybody.

"There wasn't a whisper of this," he said.

"Nobody knew (it was coming)."

Guerin said the "numbers don't add up" and the decision didn't make sense.
